They can match if they want.
Most non-elite players like Collins receive a less than max extension offer prior to their 4th season. Most players like Collins decline it.
Then they sign an offer sheet the following summer and their original team can match or not.
Can’t imagine ATL failing to match any offer after the season they just had. The Hawks will keep him unless they get cheap.
