Very good question and that's what started it all.

All I know is that the NFL is super-competitive deal and alot of teams will push the envelope and do most anything to win or gain an advantage. Some teams more than others ... based on past 'practices & verified infractions'.

I guess some teams learn ... some don't.

I have heard somewhere that the LB didn't really recognize the softness of the ball (he was celebrating) but that the staff took the ball, so that story might not be how it really happened.

It appears that he did. He told teammates he likes the ball 'a certain way' which sure sounds like an admission that he at least knew someone was doing this for him. Between this and Belichick's statement, all signs are pointing to Tom now.
