The "disabled player exception" can be used as a "trade exception" too... Therefore they will apply for it, no matter if it's only 1.75M... weather they use it or not, that's a totally different subject all together...The Lakers don't need to, they have an open roster spot already. Cavs aren't buying out $18M to help Lebron's new team either (ridiculous).
Lakers will sign someone from those who are currently available (or may become available, like Dwight).
