Bill is a legend for the Philadelphia incident. He got mad at a crowd for heckling a comic before him so he just went off on them for 12 minutes. Some of the stuff wouldn't go over so well 20 years later, not that Bill would care.

I don't know what bodies of water originating in Canada that he thinks flow into California, I mean the Columbia River flows into the Pacific Ocean at Astoria, Oregon. Side note; If you've never visited the Columbia River Gorge, put it on your list.

Maybe he's thinking of the Colorado River and it's true that some of its waters are diverted into the Imperial Valley of southern California, but that's not going to be of much help to the LA area.

Honestly I truly think he believes all water flows from North to South.
With the Colorado river really never makes it CA because of Las Vegas and all the dams prior for irrigation and making sure very little water makes it to Mexico. Also, the river only ever borders CA and good luck getting that over all those bothersome mountains.
