I wouldn't even call it black market; they're just not FDA approved or commercially available. They're sold by the labs. There was a bill proposed to ban the sales outright last year. It hasn't (didn't?) go anywhere. But yes, it'd be nigh impossible for a player to "accidentally" get this administered to him.
