Lambeau could be louder. I've never been there but from what I've heard there's not a lot of good places to tailgate? It's surrounded by residential neighborhoods? That may be part of the problem.

I've been to Arrowhead many times and those people start tailgating 4 hours before kickoff and they're already wasted when the game starts

Tailgated the 2017 playoff game there and even with the threat of an ice storm we were probably out there at least 4 hours before with plenty of others out there already.

Arrowhead has the advantage of being right off I-70 in the middle of nowhere so they can just build a ton of parking lots for tailgating.
