Can someone explain to me the engine rule

& what is the thinking of penalizing a team for having wrecked cars (engines)
Was reading this page as it is stating they will be penalized because their engines got wrecked.
Is this true or more posturing between teams?

3 engines for the year. Case closed. But you can mix and match from working parts.

Power unit usage rules​

Formula 1 has strict rules about how many power unit components can be used over the course of a season. Long gone are the days of teams fitting an engine specifically for qualifying, and then throwing it away to fit a new one with lower performance figures to get through the race.

With 23 races scheduled for 2021, here are the allowances for each component this year:

Internal Combustion Engine - 3

MGU-H - 3

Turbocharger - 3

MGU-K - 3

Energy Store - 2

Control Electronics - 2

Teams can mix and match components throughout the season, but needing to use any new component from outside this allowance will result in a grid penalty. These parts cannot be changed once qualifying starts. If a driver needs a new power unit or ERS element after qualifying, that driver will get a grid penalty or could be required to start from the back of the grid.

F-1 is extremely pissy pants internally. I was really into F-1 from 1973 until 1980 when they got nasty about the American influence that was causing Ferrari and Mercedes shit fits. Like the Tour de France, they don't like anything American and would prefer that Americans stay out of "Europe's" sports.

It all depends on who has the reins of the championship in their hands. Every other team/owner is out for blood and the circuit will tend to bend toward the winning team(s). Andretti was adored in Italy and Greece and hated in Germany and France. Renault was constantly bitching about him and his driving but Ferrari had a bigger dick.

So I am assuming the 3 engine rule is absolute black & white rule?
They dont take into account if they are wiped out by competitors. (or is there consideration for this?)
I have no idea how long an F-1 Engine is supposed to last. Or is the 3 engine rule taking into account wrecked cars ensech?

Also what is the penalty if you go over 3 engines in a year? Points?
