These states and some of their schools can't get out of their own way.

All San Diego St has to do is find out who paid the tab for Cal-Berkley when they
traveled to UNC last year, to open the football season. The NCAA covered none of that.

They no more enforce these laws than Cal does immigration laws. They're for show.

Wisconsin has a rule that they won't play any school with a Native American nickname.
Now they put in some exceptions. Bowl Games, Playoff Games and Conf Games. (Fighting Illini)

However, they have played San Diego St since they enacted that rule in the regular season.
I just assumed they weren't counting Mexican Indians.

Just play the damn games and leave it at that.
