As far as rules go, does piled snow count as the ground?

So if the nose of the ball on a pass hits the top of 6 inches of snow, is it incomplete?

I think it should be. If the defense builds a snowman is it 12 men on the field?

Yeah agreed there was a whole lot of snow on the ground - I was shocked they didn't try and get the snow off the entire field at halftime
