Are the 3 best staffs in baseball all in the NL Central??

Cardinals and Pirates are without question the 2 best pitching staffs in the MLB. That said the Cubs may very well have the 3rd best staff. 4th in team ERA 9 just behind the Mets ), lowest BA against in all of baseball and 12 SO on the year. Who you got for 3rd best staff?? Cubs, Mets, Dodgers or other??
