Why wouldn't he have otherwise? I was always under the impression that if you have a career ending injury that you get an insurance payout regardless if you try to play or not.

Not quite that simple. If you don't "try" to play and retire instead. You are not covered.

If Brady were to claim his knee injury that he had in 2008 and recent surgery, it would not be covered after retirement.
Now if he cannot play this fall and gets cut, that would be coverable.

Alex over time worked hard and improved, never lived up to the hype of a 1st overall pick, but he certainly showed that working hard can pay off, and over time became a decent QB and had a solid career ... Coming back from that injury was against the odds also, impressive for sure...
