I think this article got it about right on what can be done on a Macro scale to improve Drew Lock's performance at QB. The fact that Lock was the only QB in the league to average over 10 yards per pass. In fact the Schumur offense, Lock plays in, plays to a shorter passing game as well. Backs have been added who are adept at catching passes - usually in the short range.
