In a lot of the developed world, they need the plate and the face of the driver so they aren't just ticketing car owners but the person who was actually driving.

That's a beauty - I'm keeping my eyes open for a Audi S4 Avant, only downside is it likes premium gas and that's pretty pricey out here in BC.
