5 Scenarios I ran from PFN, purposefully hitting OT, OC, WR, and CB in different positions.
4 normal, 1 with trades.

Fisher was the starting LT for Notre Dame. Then he got injured and they put Alt in his place.
Rather than juggle the line again, they just put Fisher in at RT when he got healthy.
And Fisher won't cost a top-5 pick. Alt, will never live up to his drafted position.
Trade back in the 1st round, and/or trade up in the 2nd.
I don't see them standing pat for both picks. The difference in OL between picks 20 - 28 won't be so big, a tradeback makes a ton of sense.
Like Face said, If they have a great option at OT, CB or WR at 20, they might take that there...
It would take the 20th, and maybe more. But he would be the biggest impact WR outside of Justin Jefferson, who would probably cost multiple 1's.
And he would need a new contract, which the Steelers can afford and the 9ers can't.
Only thing anyone else in the league could have done is entice Russ with a multi-year guaranteed contract. No one offered that. So he got to choose the team he wanted to gift a free season to.
And Fields turned down 4 different suitors to get to go to Pittsburgh.
