I think it all depends on where Hunt goes. If you have him, I think you should hold off and wait to see where he ends up. If you don't, he may be a good buy low candidate, but I thought I heard he got in trouble again. Pulled over with pot, maybe? So, you have to see what happens there. I seriously doubt that Tampa goes another off season without bringing in a RB to at least push Jones, or most likely, take over the job.

Talent-wise Hunt has a higher floor and ceiling so I guess it depends on what actual pick the 3rd is. If it's a late one then go for it, early 3rd makes it a bit closer but I'd still highly consider it - - but the character issue is a concern (with his newest display of dumbness. ....
alwasy depends on rosters, but yes. depends on urr league too, look at ours, no one keeps 3rd round picks,
Femurov pretty much nailed it. Hunt can end up suspended. And Jones may find himself as a backup. Neither is a lock. And the timing is good because of the uncertainty.

Plenty of rookies I would take in 1st round over Penny. I think Penny might last until the 2nd anyway. If you are still rookie hating I think you could get a nice player if you were to trade the 1.6.
