First they can't even sign a draft pick currently. Granted they only have 6 right now? Regardless they need to plan for the future. So will have to sign a few.
Watkins, Clark, Mathieu and Hill's contract/cap hits are crazy. Frank Clark has a $56M dead cap Hill and Mathieu are 22M and 21M dead cap. Watkins is the only reasonable one and he's a 7M dead cap.

The Patriots' core doesn't really exist without a QB, tbh.Why is that? The core of the team is still in tact. NE still has BB. They have 12 picks upcoming. Next year they have a ton of cap.
