There isn't even a close second.
I don't put it all on Carr, though. You just can't make a rookie the starting QB of an expansion team and then be shocked when he turns into a bust.

Not that it was their fault for getting injured, but do you remember when the Colts took Emtman and Coryatt with the first and second picks in the draft? Probably go with Hughes next.
Well I have a couple.
The first might surprise some in the biggest goof the Broncos ever made in the NFL Draft was drafting Dick Butkus but then not having the money to actually sign him so he signed with his hometown team of Chicago.
The second is a guy that actually played for the Broncos but Alphonso Smith. The Broncos traded a future 1st round pick (which turned into Earl Thomas) to get a 2nd round pick to draft this guy then he was traded for a late round pick to Detroit who he actually went and played half way decent for getting 8 interceptions in 2 years with them.
Jarvis Moss and Maurice Clarett deserve a mention as well. Clarett for being a 3rd round pick and not even making it out of training camp and Moss because he turned one good college game into a 1st round pick and just completely fizzled out. Every year Bronco fans would hear how fast he was looking in shorts but as soon as the pads went on the guy disappeared into nothingness.
1. Andre Jobnson, PSU, 1996, got injured never played a down
2. Heath Shuler, Tennessee, 1994, ugh....
3. Rod Gardner, Clemson, 2001
4. Patrick Ramsey, Tulane, 2002
5. LaRon Landry, 2007, may be the worst football player people think is good ever
Yeah; the Colts had some dozies in the '90s (Jeff George, Trev Alberts), but the biggest thing since the '00s is guys who actually showed promise, but kept getting re-injured.
Not sure if he would be considered a bust or not but here goes. Gabe "senior sack" Rivera 1st pick Steelers 1983. Now while he did play something like 7 games for the steelers and had 2 sacks he was in a car accident and paralyzed and never played again. But that's not what really makes this a bust thats a accident. The Steelers passed on home town hero Dan Marino to take Rivera who only played 6 games. As we know Marino went onto the HOF and considered by some to be one of the greatest QBs ever. That make Rivera a huge mistake or bust.
Dan Marino had "baggage" and therefore dropped. Just look at how the Patriots are being treated for picking Hernandez in the fourth round. Just be glad the Steelers don't take those kind of chances.
All teams draft character issues there is really noway around it. Some will take bigger gambles than others that is true. The Steelers drafted both Rainey, and AlamedaT. both of whom had issues, and both couldn't keep it in the highway their rookie seasons.![]()
The 1990's!
So many flops so few drafts. Matt Millen did more damage to the franchise than Brett Farve and the Packers could ever hope to.
