Maybe HHH wants to be done with the Rollins feud, and if they brought Joe in, it would have continued that storyline.

I agree with this.
A 7 month storyline should have a definitive conclusion at WM. It was time for HHH to put Rollins over and be done with it. I think they can go to Rollins/Joe now. HHH can be a part of it but not the center of it.
