cleveland vs jacksonville? baltimore vs minnesota? green bay vs atlanta?

I can understand in the first few weeks or the last week (usually when pick-up games after a team drops a series happens), but I don't understand having a game like this being in the middle of intense schedule. What are the Coaches/GMs thinking scheduling games like that during these weeks?

NFL thread in cfb forum? Ok

Also, Coaches and GMs don't do the scheduling, CFB coaches and ADs schedule OOC games.

That's not true in the NFL. If the 49ers lost to the Jags, it would be just as effective as if they lost to the Broncos.
