huh i always kind of thought it had to do with productive college players while in college.
I've never heard it used that way at all. I have only ever heard it used to talk about who is churning out kids from a position group to the league.

Because for WR, Oklahoma State has:

Dez Bryant
Justin Blackmon
James Washington

That is 3 Biletnikoff's and possibly a 4th if the NCAA hadn't ended Dez's jr year early. Plus you have Brandon Pettigrew who as a tight end was a first round pick.

This year our no. 2 guy (Ateman) was a beast. He went late to the Raiders but had a 3rd round grade. Plus we are so stacked at the position we have day 1 or 2 guys the next 3 years.

At the end of last year Iowa had 10 OL playing in the NFL. Not sure anyone else has more than that. Maybe Wisconsin .

College though if you put Washington, Bryant, Blackmon, Lee, and Jarrett together Lee and Jarrett may be 4 and 5 in that group.

That just means they've done a decent job. This is a zero sum contest, it's not about talking about some schools that do a decent job of it. Who's the best Clemson DB, Byron Maxwell? Weak.

If you're going to be the "U" of a position, it's a quality measure. Not a single Clemson player is a star, or even great player. OSU, FSU, and LSU - at least - stand above them by a pretty strong measure.

Imo it’s about getting players in the league and getting them drafted highly. It’s about getting players paid. What happens after they get to the NFL has a lot of other variables.
