What he meant is
1 I can't prosecute and hope to keep my job next election
2 I can't prosecute because no one in Tallahassee will convict the star QB no matter how many times he rapes
3 I can't bring charges when we have no chance of beating Duke let alone win the champ game without JW

Yea, I was thinking that he thought "I can't prosecute because this girl's story isn't lining up." Rapists are the worst people on Earth only below ******ers and I try to be on the side of the woman until there are too many reasons not to be on the side of the woman. There are too many inconsistencies in her story and since the only witnesses are Winston's boys I don't see how you charge him.
