I think Guy Boucher is pretty safe in Ottawa at the moment, although Guy Carbonneau would not be a bad choice for associate coach alongside Gerard (don't call me Guy) Gallant. Lafleur can be an official ambassador (like a Walmart greeter) for the team.

The NHL is still in discussion about the exact window for when Vegas can talk/negotiate with unprotected RFAs/UFAs from the 30 teams (con't)
But obviously that window will conclude at some point before June 21 when Vegas announces its expansion draft selections.
That's because any RFA or UFA signed by Vegas off another team before June 21 would count as its expansion draft selection off that club
Remember in that window, Vegas can sign an unprotected RFA like the player is its own. No offer sheet required. No compensation for the team

Lebrun is just putting too much info in a tweet here. All he's saying is that any RFA or UFA that a team doesn't protect from the expansion draft can be negotiated with and signed prior to the expansion draft.

It's basically an early-bird special. It's not like teams are leaving prime RFA's unprotected so if they don't trade them they're going to lose them eventually if Vegas wants them. This just allows them to do it earlier so they don't waste a pick on an RFA/UFA they can't sign.
