I actually use a bracket matrix algorithm that takes about 12 different brackets into account. Rpi, efficiency ratings, sagarin and after that I'll tweet from there. Minnesota actually ranks fairly well in a few of those categories. Their inclusion is based off numbers not my own personal opinion
