The worst thing in the world is losing a challenge for being right. You know how many times I hear the commentators talking about. "Well it was obviously the wrong call, but do you really want to waste a challenge?"

Everything he said is true. If the review process/challenges are tweaked that would be enough. Refs getting fined should be the last resort but if the players are punished for their mistakes, why isn’t this considered for refs. The players are fined for everything nowadays.
