Wisconsin (yes they have never won a Natty but they play at this medium/higher level)

Hmmm....if Nebraska is iffy, how is Tennessee not iffier.

The reason Nebraska is iffy is that my rankings take into account recruiting rankings as well. Nebraska hasn't had a top 5 recruiting class in forever. Tennessee (although coaching might not be there) is recruiting talent to compete for National Title which is usually a good sign of a healthy program.

I am not sure Nebraska has a good history ahead of it but then again you can probably put Notre Dame, Tennessee, Michigan, and others in that category as well.

Most teams are just a Nick Saban hire away from being relevant again. Remember that Alabama stunk from the late 1990s - 2005. One hire finally turned their fortunes around.
