This is just a small part of the puzzle when it comes to recruiting Cousins. But that is some serious differences in money over 3-5 years between AZ/CO & NY/MI.

That is not how it works. You have to pay state income taxes in the state where that income is earned. And in some cases, the cities where you play.

Which means you having a residence in a state without state taxes, will mean endorsement & playing salary money wouldn't be taxed by that state, but all the states along with some of the cities you play in will require a tax payment.
