Whatever the rule, the application of it is not consistent at all.

I'm pretty sure I've seen catches nearly identical to the one Ramsey made ruled incomplete before,.

The call stood. Which means it might have stood had they called it incomplete on the field, though I thought it looked like a catch. There are always going to be borderline calls that someone won't like.
