It appears to be a decent rule.
It gives freedom to the players but it raises the penalty for an
opposing coach to recruit him from another school.
It makes it a level 2 violation, which would cause some serious
penalties.
I "think" it prohibits teams from imposing conf rules on players,
but I wasn't quite sure. In the ACC if a player transfers into
another ACC school, they must wait 2 years before being eligible.
It almost read that it was going to be a one year wait for anybody,
unless they are a grad transfer.
