They simply prevent clubs from putting the best team on the field. This is an article from 2015 when much talk on the issue arose about the time Cubs Kris Bryant was delayed from a promotion because of the service time requirement. The rules are complex and recognized as silly by baseball insiders. They are detrimental to rebuilding clubs like the Phillies.
