Not much of a surprise. If Tyrod is a development project like most people believe, then the Ravens need someone to come in as a back up. He will get his shot in the NFL, but it likely won't be his rookie season.
Looks like he will things will remain as-is - at least for now.

The Baltimore Ravens went into the draft with Joe Flacco at quarterback and a bunch of old men at wide receiver. When the Ravens drafted Virginia Tech's Tyrod Taylor, a quarterback known more for his legs than for his arm, it seemed possible that Baltimore was looking for a wide receiver project, not another passer.
However, Ravens general manager Ozzie Newsome said Taylor was "evaluated as a quarterback and was drafted as a quarterback," according to Ken Murray of the Baltimore Sun.
"He brings an added dimension of being a terrific athlete," said Newsome.
i honestly expect baltimore to kinda of ease Tyrod into the offense some this year, maybe some wildcat or in short yardage situations with a run/pass option.
IMO tyrod wont be the #2 this year but will be used in some form or fashion.
