Which is really dumb imo
I actually like it. The draft order is meant to help franchises moving forward. What is more telling about a franchises position than the record from the previous season? It says a lot more than some arbitrary sub-record like head-to-head or in-division.

It should be based off of Salary. The more you spend and if you have a similar record you need to get a better draft position. It would penalize teams who don't spend money and always end near the bottom of the draft.

Actually, I believe that every sport should operate on a lottery system. All teams that don’t make the playoffs have an equal shot at the top pick. Playoff teams just get ordered based on record (or whatever). This would completely eliminate all incentive to tank. And fans could continue to root for their team to win without the conflict of interest.
