If he screws up again, he'll be out permanently and have to give his football dream. CFLers still earn a decent wage compared to most Canadians, if they're a good enough player.

agree, but his story with the bipolar makes sense, alotI don't think he's actually turned down Winnipeg. He just never responded to their offer.
He's angling for more money with this little self-improvement media circus he's putting on. His problem is he has no leverage. He can say he'll sell T-Shirts and sell tickets and the CFL will get a little bump in the US (especially in Texas) but he isn't going to get paid on speculation.
If he wants an NFL job, he's going to have to earn it. On a football field. In Canada.
