DES MOINES — The Iowa High School Athletic Association released a new set of guidelines Wednesday targeting preseason football practices, player safety and heat acclimatization that will go into effect this fall.
Among the new rules is the elimination two-a-day practices by reducing the number of team practices to no more than one per day. Practices cannot exceed three hours in length, but optional weight training activities are not considered part of the practice.
The first two practices are to be without full pads, while practices three through five allow for instructional training but cannot be full contact. Above the waist contact between players focusing on proper tackling and blocking techniques may occur.
Full contact drills cannot begin until day six. The first two Sundays during the IHSAA’s “14-day acclimatization period” shall be days of compete rest.
The new guidelines incorporate recommendations from research and studies by the medical community. They were approved by the Football Playoff Committee, a group representing school administrators and the Iowa Football Coaches Association, last December.
“We had great discussions with the football committee and representatives of the coaches association,” IHSAA assistant executive director and football administrator Todd Tharp said in a statement released by the organization. “The health and safety of athletes is always everyone’s number one priority and these new measures apply equally to all schools.”
In other Board of Control action related to football, the UNI-Dome in Cedar Falls will now be used only for semifinal and championship round playoff games unless the host school uses the UNI-Dome as their primary home facility.
Schools are now allowed to scrimmage with another school prior to the first legal playing date, and after 10 days of practice. In games where the continuous clock is being used, the clock will stop for the administration of penalties.
