Or just repeal the Neilsen rule that states the player on the defensive side of the penalty shot has to be a goalie.

He put out a defenseman before the league stipulated it had to be a goalie.

You know at the greyhound track how they have a rabbit on the rail for the dogs to chase - Put a turtle on the dasher and if he gets to the goal line before the shot is taken, the shot is null and void.
