It's still possible, but unlikely. Strength of schedule is the tiebreaker. The worse strength of schedule gets the higher pick. So the Browns best strength of schedule they can get, if they win out, is 133-123. The worst the Giants can get is 130-126 if they lose out.

I can understand Pittsburgh and Cincinnati fans wishing for this, but a lot of other fans just want to see them getting half-way competent. It's not good for the league to have such a pathetic franchise
