College football rules question

I know that, in college football you only need to have one foot in bounds for a pass reception, as opposed to two feet in pro football. But I've been around for a long time, and I think I remember that it wasn't always this way, that back in the 1960's, in college ball you had to have both feet in bounds, and that they changed it to one foot some years later. Anybody have any official information on that, I've tried to find it in college football rules and rules changes sites, but no luck so far.

If it used to be 2 feet in, it was before my time, but I wouldn't mind them going with the two feet in rule.
