When you count, do you start at 0 or 1?
There was no year 0. It went 1BC to 1AD. So technically, 2010 is the last year of the decade.

You are right when you say there is no Year 0, but what you fail to understand was the First Decade was from 10-19 AD, not 1-10 as you assume.
