That video is funny, but there is a ref standing in the middle of the field showing him where the ball is to spotted, so the ref has to look at the other refs distance from the hash mark, and then look back at the sideline hash mark in order to line in up right.

For instance if the ref in the middle of the field is showing him to spot the ball 5 inches from the hash, then he can look back at the hash behind him and line it up 5 inches from that hash.
