Four players per decade and you can spend $20 per decade and years an all star are what we use as $$$
Every player can be selected and if you select a player that costs $17 - $21 that is fine but all three of the other players that decade must be $1 players
Players that never played in an All Star game are still $1
You can trade players but you cannot go over the salary cap. You cannot trade cap space or picks per decade.

Position players must have started 324 games at a position to use them there.
Starting pitchers must have at least 50% of their games as a starter to qualify.
Relief pitchers must have pitched at least 300 games in relief to use them as a reliever.
DH can be any hitter.
