Top 5 for each will be fine. If you want to add FA's currently in the league under 23 who might compare to those top 5 and make it a top 10, even better.
They had the top pick in 1961 too. Of course that was the AFL, which doesn't count much to me since in those years they also drafted guys like Merlin Olsen, Paul Krause, Bob Hayes, and others who never played a down for us. Or worse, trading a player and pick to be LOANED a back up qb for 2 years.
