I don't know anything about APBA but I'm likely to start messing with Strat-o-matic online once I finally graduate skool this spring. I started playing the board game in the mid 80's as a kid and have played the computer version off and on (not at all the past 2-3 years) since the 2000's.

If I remember correctly from reading some of the stuff on the strat-o-matic online it's more of a combination of what OP is describing and some of the daily fantasy sports structure. You have a budget to pick your team from, so I believe players could be on multiple teams, but then the managers set their lineups and manager tendencies and the server simulates a 3 game series each night against another team. I like the simulation portion, but I think it would be better with a regular draft where each player could only be on one team and having owners manage their rosters the way seasonal fantasy baseball works.

I have played APBA on the computer for years, but don't know about any online leagues for it. I will have to look into start-o-matic online.
