You're probably right that there wasn't much they could do.
Maybe I didn't pay close enough attention, but I just don't remember much in the way of off-season moves or attempted moves. They seemed to think that they could just bring back the same guys.
Maybe they tried and just couldn't get anything done? They're capped out, so signing an FA or 2 that could make a difference may have been out of the question. Maybe they tried to make a trade and couldn't get what they needed for what they had to offer?
Or, maybe they just bought into the "we'd have won if CP3 were healthy" narrative and decided to roll with what they had last year?
This roster was better than last years yes. Sometimes winning 12 less games in a regular season doesn't say you're worse as a team than the previous year.

Also this rockets team makes the WCF if they don't draw the Warriors in the second round.
They would have been bounced in the first round if they got the Warriors in round 1. In the West it doesn't matter how far you get, it's just whenever you meet the Warriors. For Portland/Denver they are fortunate that they don't get the Warriors until the WCF. No, but not necessarily worse either. The Rockets likely beat any team not named the Warriors. So, if they faced the Blazers or Nuggets, they are probably in the WCF.
As for a worse record, they may have learned the same lesson that the Warriors did when they went 73-9.
It's smarter to rest your players, accept fewer regular season wins and a lower seeding in exchange for, hopefully, more playoff wins, than to wear your team out/risk injury chasing regular season records.
