I dont understand how two hockey states like NY and Minnesota .Have more football scholarships than Nebraska

RUTGERS might be the single most underachieving program in all of football relative to local talent,

New Jersey produces the hell out of talent with only ONE FBS school in the entire state.
Plus, Two of its border states don't even have a big state football school in DE and NY to steal cross-border talent.

In CA, FL, and TX you have double digit FBS programs fighting for the same recruits, plus other states next door that have good programs like OK, GA, AL, LSU, ARK, OR, AZ.

I'm pretty sure Hawaii per capita is at the top or pretty close. Lots of Polyneasian players from there go on to play in college considering the population of the islands . I think American Samoa might even be better than that per capita. They had over 30 NFL players and a population of only 65,000. So basicly less people on the island than a game at the shoe and yet they have around 200 scholarship football players.
